TELEGRAM. The Governor of HongKong to the Secretary of State

for the Colonies.

Telegrams have been received by British

Banks here with regard to a Proclamation dated

January 7th which is said to have prohibited all banks and firms in England transacting business on

behalf of enemy banks or firms which are branches

of parent banks or firms even if such branches are situated in neutral country. Has any such proclamation been issued and if so can you telegraph

general terms.
